The Regional Master Plan for Integration and Development of the Capricorn Bioceanic Corridor (PM-CBC) is a regional planning instrument funded by the Inter-American Development Bank (IDB) under the Regional Public Goods Initiative. It was requested by the eight subnational territories that make up the corridor to support the joint planning of integration projects and actions.
Because it enables the construction of a coordinated and consensus-based roadmap to promote strategic projects and coordinate investments. Its goal is to improve connectivity, promote intraregional trade, and support the productive development of regional economies, thereby helping the CBC initiative advance with a comprehensive and sustainable vision in the territories that comprise it.
The Master Plan is a joint effort of the eight subnational territories, coordinated through the Executive Commission of the Forum of Subnational Territories, which brings together actors from the national and subnational public sectors, civil society organizations, academia, and the private sector.
The IDB acts as the Executing Unit of the Master Plan and Technical Secretariat of the Forum, providing technical assistance and financial resources to support the planning and management of the corridor.
The challenge of the Master Plan is to plan actions and projects that are coordinated under a common and integrated territorial vision, based on the concept of a “sustainable development corridor,” which incorporates a broader agenda of interventions beyond infrastructure.
That is why the Master Plan is organized into three complementary dimensions:
The Master Plan is currently in the implementation phase, with technical studies, field visits, and workshops for each of the dimensions. These activities help diagnose needs, build consensus among public and private stakeholders, and define strategic projects.
One of the recent developments is the study on trade facilitation and cross-border processes, which identifies improvement opportunities and solutions in operational, infrastructure, human resources, regulatory, and institutional areas to streamline the movement of goods, people, and vehicles along the corridor.
