II Technical Workshop of the Regional Master Plan for the Integration and Development of the CBC – 2025

On November 26 and 27, the II Technical Workshop of the Regional Master Plan for the Integration and Development of the Bioceanic Corridor of Capricorn (PM-CBC) was held in Buenos Aires. The meeting brought together the technical teams of the eight subnational governments that make up the Forum, together with specialists from the Inter-American Development Bank (IDB), to review the progress of the studies, define next steps and strengthen regional coordination.

The workshop aimed to present, guide and validate the technical progress of the Master Plan, as well as to advance in the definition of the structure of its final report and the associated database. The agenda also included dialogue on the second phase of the PM-CBC and the preparation of the work plan of the Executive Committee of the Forum for 2026.

The technical teams of the eight subnational governments of the Corridor participated: Salta and Jujuy, from Argentina; Mato Grosso do Sul, from Brazil; Antofagasta and Tarapacá, from Chile; and Boquerón, Alto Paraguay and Presidente Hayes, from Paraguay. The activity was organized by the Inter-American Development Bank.

Technical advances and studies for regional development

During the first day, the progress of the Master Plan was addressed, with special attention to the studies of physical and digital infrastructure and initiatives linked to productive development.

The agenda included the presentation of the final results of the physical and digital infrastructure study, as well as the work plans of the productive development studies. The latter contemplate strategic sectors for the territories of the Corridor, such as tourism, agriculture and agribusiness, trade and production, mining and port logistics.

The exchange between the technical teams made it possible to address the different components of the Master Plan from a regional perspective, considering the opportunities for integration and the particularities of the territories involved.

Likewise, work was done on the structure and deadlines of the final report of the PM-CBC and on the organization of its database, tools aimed at systematizing the results of the studies and facilitating access to relevant information for the planning and monitoring of regional initiatives.

Towards a second phase of the Master Plan

One of the central axes of the meeting was the analysis of Phase II of the Master Plan. The sessions were aimed at defining its focus and scope, considering the continuity of the technical work and the needs for implementation and updating of the regional instrument.

This stage represents an opportunity to give continuity to the progress made and strengthen the articulation between studies, the priorities of subnational governments and the necessary actions to promote the integration and development of the Capricorn Bioceanic Corridor.

Regional coordination and planning of the Forum for 2026

The second day was also dedicated to the definition of the work plan of the Executive Committee of the Forum for 2026. Among the topics addressed were the coordination mechanisms and periodic meetings of the Executive Committee, the follow-up of the Technical Commissions and the joint work with the Working Group of the Foreign Ministries.

These coordination spaces are essential to strengthen the continuity of the Forum’s activities, facilitate the exchange of information between the territories and articulate subnational initiatives with the national bodies of the four countries.

The agenda also included the updating of the contents and functionalities of the Corridor’s website, along with other communication tools, in order to improve the dissemination of information and make visible the activities and opportunities linked to the CBC.

Working together for integration and development

The II Technical Workshop was a working instance to review the progress of the PM-CBC, exchange perspectives on its evolution and establish priorities for the next stage.

The continuity of these spaces of articulation between the eight subnational governments and the IDB contributes to consolidating a shared agenda of regional integration, aimed at identifying opportunities, strengthening connectivity and promoting the productive development of the territories linked to the Bioceanic Corridor of Capricorn.
