Objective:
The main objective of these meetings is to identify joint solutions between the public and private sectors to address the challenges detected in the export, import, and transit processes of each country.

Description:
As part of the Regional Master Plan for Integration and Development of the Capricorn Bioceanic Corridor (PM-CBC), a study on “Trade Facilitation and Cross-Border Processes” is being conducted by the Procomex Institute. This study has 2 phases: the first is the Diagnostic phase, which aims to assess the current state of cross-border processes and trade facilitation measures in the countries, and the second is the Action Plan, which identifies strategic projects and actions to address the problems and challenges identified in the diagnosis.

As the final part of the diagnostic phase, an in-person meeting was held between Public Sector officials and Private Sector entrepreneurs from Argentina and Chile, using a Procomex methodology for developing solution proposals at border points. The in-person meeting was held over three consecutive days with the following structure:

  • Day 1 – Bilateral meeting with exclusive participation of the Private Sector: the objective of the meeting was to validate the flow, identify bilateral improvement opportunities, and prepare for the meeting with the public sector.
  • Day 2 – Bilateral meeting with exclusive participation of the Public Sector: the objective of the meeting was to present the process maps and the identified improvement opportunities.
  • Day 3 – Bilateral Public-Private meeting: the objective was to discuss and reach a consensus on solution proposals for the identified challenges.

After all the in-person meetings, a Final Report will be prepared, detailing the improvement opportunities identified in the Diagnostic phase and the solutions of the Regional Action Plan. Each solution will identify the responsible agencies for implementing the action, as well as the necessary timeframe for its execution. A preliminary version of the Final Report will be presented first to the Inter-American Development Bank and subsequently to subnational authorities, to receive comments and suggestions that will be incorporated into the final version.

Participation:
The session was attended by 45 public sector officials from Argentina and 12 from Chile, mainly from Customs, the Ministry of Foreign Affairs, the Secretariat of Transport and Migration, and the Food Safety and Quality Services of both countries.
