Master Plan for Integration and Development of the Capricorn Bioceanic Corridor (PM-CBC)

Objective: The main objective of this meeting was to identify joint solutions between the public and private sectors in response to the challenges detected in the export, import, and transit processes of each country.

Description: As part of the Regional Master Plan for Integration and Development of the Capricorn Bioceanic Corridor (PM-CBC), a study on “Trade Facilitation and Cross-Border Processes” is being conducted by the Procomex Institute. This study has two phases: the first is the Diagnostic phase, which aims to assess the state of cross-border processes and trade facilitation measures in the countries, and the second is the Action Plan, which identifies strategic projects and actions to address the problems and challenges identified in the diagnosis.

As the final part of the diagnostic phase, bilateral face-to-face meetings were held between public sector officials and private sector entrepreneurs from Argentina, Brazil, Chile, and Paraguay, using a Procomex methodology to develop solution proposals at border points. In addition to these meetings, a final multilateral meeting was held, in which officials from the four countries participated to address common issues.

Once all face-to-face meetings are concluded, the Final Report will be prepared, containing details of the improvement opportunities identified in the Diagnostic phase and the solutions of the Regional Action Plan. Each solution will identify the responsible agencies for implementing the action, as well as the necessary timeframe for its execution. A preliminary version of the Final Report will first be presented to the Inter-American Development Bank and subsequently to subnational authorities for comments and suggestions, which will be incorporated into the final version.

Participation: The session was attended by 17 public sector officials from Argentina, 1 from Brazil, 7 from Chile, and 8 from Paraguay, mainly from Customs, the Ministry of Foreign Affairs, the Secretariat of Transport and Migration, and Food Sanitation and Quality Services of both countries. Officials who could not attend in person also participated remotely.
