CAMPO GRANDE – Between February 18 and 20, the VI Integration Forum of the Subnational Territories of the Capricorn Bioceanic Corridor was held at the Architect Rubens Gil de Camillo Convention Center, in the Parque dos Poderes (Mato Grosso do Sul, Brazil).
Gathered at the International Seminar of the Bioceanic Route, participants discussed customs issues, infrastructure, security, logistics, business opportunities in foreign and international trade, as well as tourism and other socioeconomic fields. The event was organized by the Government of Mato Grosso do Sul, through the Secretariat of Environment, Development, Science, Technology and Innovation (Semadesc), with the support of the Federation of Industries of the State of Mato Grosso do Sul (Fiems) and Sebrae-MS.
The Governors and authorities of the eight subnational territories of Brazil, Paraguay, Argentina, and Chile that comprise the Capricorn Bioceanic Corridor reaffirmed their commitment to strengthening the Capricorn Bioceanic Corridor as a catalyst for regional integration and promoter of sustainable development and regional connectivity, seeking to improve the quality of life for their inhabitants.

The Governors’ Summit was presided over by Mr. Eduardo Correa Riedel, Governor of Mato Grosso do Sul. The topics discussed were as follows:
Agreements reached:
The progress of the Regional Master Plan for the Integration and Development of the Capricorn Bioceanic Corridor (CBC), a Regional Public Good financed by the Inter-American Development Bank (IDB) and implemented in conjunction with the Executive Committee of the Forum, was presented.
The corporate image and website proposals of the Forum, developed by the Executive Committee with the support of the IDB, were presented for the Governors’ consideration.
The Governors praised this work and approved the Logo of the Forum of the Subnational Territories of the Capricorn Bioceanic Corridor and the Website, and mandated the Executive Committee to periodically update its contents.

The proposal of “Guidelines for the Operation of the Forum of the Subnational Territories of the Capricorn Bioceanic Corridor” was presented for the Governors’ consideration. It includes the operating procedures of the Forum, and its working instances: the Governors’ Summit, the Executive Committee, the Working Commissions, and the Technical Secretariat.
This proposal is consistent with the agreement signed at the IV Meeting of the Forum held in the city of Iquique, Tarapacá Region, Chile, which instructed the creation of an Executive Committee to “generate the dynamism of the corridor, develop an analysis and proposals to continue advancing the institutionalization of the meetings of the Regional Governors of the Subnational States and articulate the technical work of the various commissions.”
The Governors praised this work and approved the “Guidelines for the Operation of the Forum of the Subnational Territories of the Capricorn Bioceanic Corridor,” which were presented as Annex X.
Highlighting the support that the Inter-American Development Bank (IDB) has provided to the subnational territories since the creation of the Forum, including the approval and implementation of the Regional Public Good “Master Plan for the Integration and Development of the Capricorn Bioceanic Corridor”; and considering that the “Operating Guidelines” approved in the previous point include the formation of a Technical Secretariat, the Governors requested the IDB to serve as the Technical Secretariat of the Forum. This request was accepted by the IDB, which assumes this role upon the publication of this Act.
The Governors establish the Province of Jujuy (Argentina) as the Pro Tempore Presidency 2025, for the period between this meeting and the VII Meeting of the Forum to be held in the city of San Salvador de Jujuy in November 2025.
The Governors agree to hold an Annual Meeting of the Forum from now on, during the month of November. At that time, the Province/State/Region/Department that will assume the Pro Tempore Presidency of the Forum for the following year will be established.
The Governors celebrate the Technical Cooperation Agreement between the Province of Jujuy, Argentina, and the State of Mato Grosso do Sul, Brazil. The agreement is presented as Annex 2.

The Governors celebrate the meetings held by the various Technical Commissions and urge those responsible to comply with the agreements reached and to present results at the VII Meeting of the Forum.

Finally, the Governors thanked the organizers of the VI Meeting of the Campo Grande Forum for the great effort made, which allowed bringing together representatives of the private sector in a business round and the actors of civil society, academia, and the public sector, in an important International Seminar that made it possible to disseminate the advances and challenges posed by the establishment of the Capricorn Bioceanic Corridor as an initiative that aims at the integration and development of our peoples.
