New Study Identifies 264 Actions to Improve Cross-Border Trade in the Capricorn Bi-Oceanic Corridor

The Final Report on Trade Facilitation and Cross-Border Processes is now available. It is one of the key studies forming part of the Regional Master Plan for Integration and Development of the Capricorn Bi-Oceanic Corridor (PM-CBC). The report presents a detailed diagnosis of current challenges related to the movement of goods, people, and vehicles at the corridor’s border crossings, and proposes concrete solutions to improve logistical efficiency and strengthen regional integration.

The study was carried out by the Procomex Alliance, led by the Executive Commission of the Forum of Subnational Territories of the CBC, with technical coordination and funding from the Inter-American Development Bank (IDB).

It was developed in two phases: the first phase involved a diagnostic based exclusively on input from the private sector in the four CBC countries (Argentina, Brazil, Chile, and Paraguay), and the second phase focused on validating and jointly building solutions with national and subnational public authorities. In total, 19 virtual meetings and 10 in-person meetings were held, with participation from 469 private sector representatives (including 282 companies and 43 business associations) and 161 representatives from 65 public agencies and academic institutions.

The report identifies 231 improvement opportunities, categorized by root cause (systems, infrastructure, regulations, procedures, and human resources), and proposes 264 actions organized into three levels of implementation: multilateral, binational, and national.

Among the main findings, the study confirms that the competitiveness of the CBC does not depend solely on new infrastructure projects, but also on more efficient, digital, and professionalized coordinated border management. Therefore, it recommends prioritizing short-term actions with high impact, alongside medium- and long-term structural reforms.

One of the Three Dimensions of the Master Plan

This study serves as a strategic input for the development of the CBC Master Plan, a technical assistance initiative funded by the IDB aimed at strengthening regional planning capacities in the eight subnational territories of the corridor.

The Master Plan is structured around three complementary dimensions:

  1. Trade facilitation and cross-border processes,
  2. Physical and digital infrastructure with a focus on value chains, and
  3. Local productive and commercial development.

The trade facilitation study is the first to be completed, and work is already underway on the other two dimensions, with the goal of creating a consensus-based roadmap of projects and investments to promote integration and sustainable development in the corridor.
