ANTOFAGASTA (CHILE) – On November 22 and 23, the II Integration Forum of the Capricorn Bioceanic Corridor was held in this city, with the Plenary Session of Governors, Authorities, and Official Representatives of the Subnational Territories as a key instance. The need for national policies to facilitate integration between countries and add a new chapter was highlighted.
Presided over by Ricardo Díaz Cortes, Regional Governor of Antofagasta, the event featured the participation of prominent political leaders, businesspeople, representatives of international organizations, and infrastructure experts from Argentina, Brazil, Chile, and Paraguay.
Among the challenges, it was suggested to incorporate five variables: territorial planning, sustainability, citizen participation, infrastructure, and industrial growth. This, along with how subnational governments integrate new cultures and how we are capable of interpreting, all while having a horizon that allows us to reach a common goal.
Governance Proposal
The governance proposal is key to ensuring participation, articulation, and managing this international project. Involving foreign ministries is a provocation for discussion, without achieving explicit agreement at this point.
Furthermore, the motion to add the Sustainability Table and the Integration and Citizen Participation Table with a Gender Focus was approved in the integration work. In this edition of the Forum, the work of the commissions was configured as follows:
Finally, it was proposed to incentivize meetings between governors, a task to be undertaken as a commitment to reinvigorate the presence and participation of the top authorities of the territories. It is expected that mayors will do the same to revive the idea of realizing the Capricorn Bioceanic Corridor among their peers.
Lastly, it was agreed to hold the Third Forum in April 2023 in Argentina, in the Province of Salta, with the participation of the Province of Jujuy.
