  1. Jujuy strengthens regional ties within the framework of the Capricorn Bioceanic Corridor

    The province of Jujuy strengthened its regional integration agenda together with Brazilian authorities within the framework of the Bioceanic Capricorn Corridor.

    The Government of Jujuy, through the Provincial Agency of the Bioceanic Corridor of Capricorn (CBC), continues to strengthen its regional integration agenda through articulation actions with international organizations and authorities linked to the strategic development of the corridor.

    In this framework, the Executive Secretary of the Provincial Agency of the Bioceanic Corridor of Capricorn, Alejandro Marenco, held a working meeting with the president pro tempore of the Commission of National Coordinators for the Bioceanic Corridor of Capricorn, Daniela Benjamin, with the aim of addressing the main conclusions arising from the technical tables of the VII Forum of Subnational States of the Capricorn Corridor.  held in Jujuy in October 2025.

    Consolidating institutional links

    During the meeting, the importance of continuing to consolidate institutional ties between the Federative Republic of Brazil and the Province of Jujuy was ratified, in line with the strategic vision promoted by the governor to promote regional integration and economic development in northern Argentina.

    Likewise, the progress made in bilateral cooperation was highlighted, including the official visit of the Brazilian ambassador to the provincial president, the training in Portuguese language for teams of the Ministry of Tourism and Culture and the progress of the agreements signed with the State of Mato Grosso do Sul in the area of education.

    These initiatives will promote the teaching of Spanish and Portuguese for public sector workers, strengthening tools for integration and institutional cooperation between both territories.

    In another part of the meeting, Ambassador Benjamin requested information on the technical contributions that Jujuy has been developing in the different tables of the Forum, particularly on issues related to safety, health, road safety and regional coordination.

    In this sense, the Provincial Agency presented the initiatives promoted by Jujuy in the recent technical meeting held last Monday, where the need to advance in the unification of weights and measures for the transport of cargo and in the strengthening of joint coordination mechanisms in the face of emergencies of different kinds was raised.  axes considered a priority to improve the operability and competitiveness of the Capricorn Bioceanic Corridor.

    The Governor of the Antofagasta region begins this week in Brasilia participating in the Meeting of National Coordinators of the Bioceanic Road Corridor Working Group.

    The province of Jujuy presented proposals to optimize the operation of Jama and strengthen regional integration.

    The Government of Jujuy, through the Executive Secretary of the Provincial Agency of the Bioceanic Corridor of Capricorn, Alejandro Marenco, participated in Brasilia in a meeting of National Coordinators and Subnational States linked to the Bioceanic Road Corridor Capricorn, convened by the Government of Brazil at the Itamaraty Palace, headquarters of the Brazilian Ministry of Foreign Affairs.

    The meeting brought together representatives from Argentina, Brazil and Chile with the aim of advancing joint actions linked to the operation and strengthening of the Jama and Sico border crossings, considered strategic for regional integration and the logistical and commercial development of northern Argentina.

    Representing the Argentine Republic was Minister Santiago Villalba, representing the Argentine Foreign Ministry, accompanied by authorities from national agencies with border jurisdiction, including Customs, Migrations and the Secretariat of National Security.

    During the meeting, the Government of Jujuy put forward a series of proposals aimed at improving the operation of the Jama Integrated Border Complex and consolidating the operation of the Capricorn Bioceanic Corridor as a key axis for international trade and regional connectivity.

    Among the main issues addressed, Marenco promoted the incorporation of a scanner for the control of cargo transport in Jama, an initiative that was incorporated into the agenda by national border security authorities.

    It was also proposed to advance in the implementation of a Simplified Migration System at the border crossing, with the aim of eliminating paper forms and streamlining controls, taking as a reference mechanisms already applied at other international crossings in the region.

    Another of the proposals made by Jujuy was linked to the need to regularize the ownership situation of the lands where the Jama Border Complex is located, a condition considered fundamental to enable future expansion, modernization and infrastructure improvements.

    In operational matters, the provincial government also promoted the creation of a permanent system of communication and coordination between the intervening agencies and the subnational states, with the purpose of strengthening joint decision-making in the face of climatic and operational contingencies.

    In this framework, it was proposed to implement monitoring mechanisms on the Chilean side, establish consensual emergency protocols and strengthen binational coordination to optimize the operation of the international crossing.

    Finally, Jujuy raised the need to move towards the unification of criteria linked to the weight and dimensions of cargo transport that circulates through the Capricorn Bioceanic Corridor, seeking to generate common parameters that favor a safer, more efficient and predictable circulation for international transport.

    Jujuy’s participation in this space reaffirms the Government’s commitment to strengthening regional integration, the development of strategic infrastructure and the consolidation of the Bioceanic Corridor as a platform for economic and logistical growth for the north

    More than 130 key actors, including regional and ministerial authorities, representatives of various public and private institutions, academics and organized civil society were part of the working groups focused on Infrastructure, Border Processes, Local Productive Development and Security.

    The first session of the year 2026 of the Regional and Multisectoral Governance of the Capricorn Bioceanic Corridor was held in the commune of Calama. The meeting aims to strengthen collaboration between regional and ministerial authorities and representatives of various public, private, academic and civil society institutions, for the implementation of an agenda focused on the development of the Corridor that seeks to improve physical and digital infrastructure, optimize border procedures and promote productive and economic development in the region.  in addition to coordinating work with a strong emphasis on the safety of the Corridor.

    “We have announced the creation of the Security Table, where we hope that the prosecutor’s office, the police, all those elements that have to guarantee that the Bioceanic Corridor is safe. In this way, working together, we are going to face the threats we have and, above all, we are going to develop our region,” said Governor Ricardo Díaz. Along these lines, the highest regional authority added that “if we want the Bioceanic Corridor to become a corridor of development, that we attract industry, more employment, that our cities change to cities of services, we have to all, from the territories, raise the needs,” he said.

    KEY ACTORS FOR THE WORK

    The meeting allows the participation of all the actors and territories of the Antofagasta region, since in addition to Governor Ricardo Díaz, the Presidential Delegate of El Loa, Cristian Ramírez, the Mayor of Antofagasta, Sacha Razmilic, the Director of the Communal Planning Secretariat (SECPLAC), Matías Díaz, representing the municipality of Calama, attended. Also present were General Cristian Montre, Chief of the II Zone of Carabineros, as well as the PDI, the army, the Navy, Customs, SAG, the Border Crossing Unit, among other services; the seremis of Transport, Public Works, Environment, Mining and Energy, Regional Councilors, Calama Councilors, executives of ports, railways, unions, businessmen, entrepreneurs and organized civil society.

    For Mayor Sacha Razmilic, Antofagasta should not only be seen as a port of embarkation, “but also a point where businesses are developed and jobs are generated for our commune and for the region. So I was very interested in coming and catching up with the work of the different tables, knowing how we were progressing and the truth is that I am very happy and satisfied with what I saw,” he said.

    Meanwhile, the Director of the SECPLAC of the Municipality of Calama, Matías Díaz, said that they are very satisfied with the work and that it was carried out in the commune, “we hope to obtain good results to be able to move forward in all the sessions that come from here on out, and always with the will to join forces to advance for the development of the commune and especially of the region,”  He indicated.

    During the meeting, information was also provided on the interstate, subnational and regional organization of the Bioceanic Corridor, in front of which the Presidential Delegate of El Loa, Cristian Ramírez, dwelt on issues related to security “we are very happy that the issue has been addressed seriously. We see that there are the armed forces, of order and public security, we see that our services are there […] It is a very big challenge, but I think we can address it in the best way,” he concluded.

    PRO TEMPORE PRESIDENCY OF THE CORRIDOR

    Finally regarding the activities planned during the Pro Tempore Presidency of Governor Ricardo Díaz, it was announced that the first week of August, the International Pre-Forum will be held with the commissions of security, citizen participation and native peoples, in the commune of San Pedro de Atacama, while Tocopilla will host the commission of tourism and culture. Meanwhile, on November 24, 25 and 26, the VII Great Forum of Subnational Territories will be held in the cities of Antofagasta and Mejillones, events that include about a thousand guests from Paraguay, Brazil and Argentina, who will participate in the different business roundtables, business forums, forums of mayors, prefects and mayors.  the plenary of governors, as well as the thematic working commissions already established.

  5. Projects to optimize cross-border processes and coordination with other countries

  6. CBC Trade Exchange Workshop

    The Regional Government, within the framework of the implementation of the Bioceanic Corridor, carried out the “Workshop on Trade Exchanges between Chile, Brazil and Argentina”.

    This activity is part of the process of consolidation of the Bioceanic Corridor and as well as the pro tempore presidency of the Forum of the Subnational Territories of the Capricorn Bioceanic Corridor held by the regional governor, Ricardo Díaz. This seeks to contribute to the strengthening of territorial development and open new opportunities for the economic diversification of the region to the regional industry of agri-food products, as well as the import of goods and services from cross-border territories, with the aim of advancing in the reduction of the prices of food and other products.

    During this week, the region received the visit of a delegation from the state of Santa Catarina, Brazil, and the province of Jujuy, Argentina, as well as local businessmen, with the purpose of reporting on the formation of the TriAndes Group Corporation, who presented the work developed and their actions in the short and medium term.

  7. Optimization of national routes in Jujuy agreed

    With the aim of improving passability and road safety in critical sections of the national network, the Provincial Highway Directorate (DPV) of Jujuy and the National Highway Directorate (DNV) formalized a strategic collaboration agreement. The agreement, announced by the provincial director of the agency, Hugo Ponce, establishes a joint work scheme where both jurisdictions contribute specific resources for maintenance and repair tasks. The province will provide necessary materials to improve passability and road safety.

    The agreement, signed between Ponce and the General Administrator of National Roads, Marcelo Campoy, stipulates a clear division of responsibilities: the province will provide the necessary materials – such as concrete, cold mixing and fuel – while the national agency will be in charge of providing heavy machinery and specialized labor.

    Strategic points

    Ponce clarified that the agreement does not contemplate the comprehensive maintenance of the routes, but focuses on “strategic points” previously evaluated by the technical teams. Among the scheduled interventions are the integral patching of collectors on both sides of National Route 66, the repair of collectors on National Route 9 in the section between the Sargento Cabral neighborhood and the Paraguay bridge of the capital of Jujuy. In addition, the construction of 13 reinforced concrete docks over the collectors, which Ponce highlighted as “essential” to avoid the rapid deterioration of the shoulders caused by the ascent and descent of public transport passengers.

    Specific works will also be carried out on the access to the San Lorenzo bridge and in the traffic light sector of the town of Fraile Pintado and a 170-meter section will be cold repaved at the southern access to the Sora bridge on National Route 34, currently made up of gravel.

    Additionally, the agreement provides for the supply of fuel by the province for the National Highway Authority to carry out weeding tasks on National Routes 66 and 9. “We must be clear that this new agreement is strictly limited to the detailed tasks for the collectors and defined critical points,” Ponce stressed.

    Deadlines and continuity

    The agreement will be valid for one year, although Ponce estimated that, due to the nature of the tasks, the work could be completed before that deadline. Finally, the head of the DPV referred to the continuity of the Transfers of Operational Functions (TFO). This current scheme allows the province to carry out the maintenance of specific sections of routes 52 and 40 – including sectors such as the Quebrada del Mal Paso up to the border with Chile – whose operating costs are subsequently certified and reimbursed by the national government.

    After a meeting with the President of Paraguay, Santiago Peña, and Governor Eduardo Riedel, the 1st Secretary of the Legislative Assembly, State Deputy Paulo Corrêa (PSDB), confirmed this Tuesday (24) the paving of the Estrada da Ingazeira and the construction of a bridge over the Apa River, connecting Porto Murtinho to the Department of Concepción, in Paraguay.

    “President Santiago Peña has committed that Paraguay will be responsible for building the bridge over the Apa River, while the State Government will carry out the paving of approximately 60 kilometers of the Ingazeira Road, from MS-195 to BR-267. This is a demand that we have been advocating for since 2023, when we formally requested it from Governor Eduardo Riedel, and it will be fundamental for the integration of our region,” highlighted Paulo Corrêa.

    These projects represent a strategic advancement for regional integration and should strengthen the logistical connection between Brazil and Paraguay, expanding access to the Bioceanic Route and boosting the competitiveness of products from Mato Grosso do Sul in the international market.

    Corrêa explained that paving the Ingazeira Road will ensure better traffic conditions on one of the region’s main roads, while the construction of the bridge will create a new international link, facilitating the transport of goods and travel between the two countries.

    “The Ingazeira Road is one of the main routes for transporting agricultural production in the region. With the paving and the new bridge, we will have more safety, more speed and reduced costs for those who produce, strengthening the entire production chain,” he stated.

    The legislator also highlighted that the flow of vehicles in the region is expected to grow significantly with the advancement of the Bioceanic Route , requiring adequate infrastructure to meet the demand. “We are preparing the region for a new era, with increased traffic of light and heavy vehicles and more opportunities for development,” he pointed out.

    Corrêa also emphasized the key role of political coordination in making the projects viable. “This progress is the result of a joint effort, with dialogue and partnership. We worked directly with Governor Eduardo Riedel, Fiems, and President Santiago Peña to take this project from the drawing board and turn it into reality,” he concluded.

  9. IDB finances construction of key section of Paraguay’s Bioceanic Corridor

    WASHINGTON — The Board of Executive Directors of the Inter-American Development Bank (IDB) has approved a US$200 million Targeted Investment Loan (ESP) to finance the construction of a key section of the Bioceanic Corridor in Paraguay.

    This operation will contribute to improving transportation, the access of the population of the Western Region of the country to markets and services, and will facilitate international trade in the area of influence of the corridor.

    With an extension of 3,800 km, the Bioceanic Corridor is a regional integration initiative aimed at articulating a continuous land route between the Atlantic and Pacific Oceans, crossing productive and strategic areas of the Brazilian center-west, the Western Region of Paraguay, northern Argentina and northern Chile, including the ports of Antofagasta, Iquique and Mejillones.

    The project is part of the  IDB Group’s Southern Connection program, which aims to improve regional connectivity, strengthen competitiveness and promote sustainable growth in South America.

    In Paraguay, the corridor corresponds to National Route PY15 (532 km), which connects Carmelo Peralta, on the border with Brazil, with Pozo Hondo, on the border with Argentina, and is developed in three sections.

    The loan resources will finance the design, construction and maintenance of 102.5 km of Section II and 8 km of the access to the city of Mariscal Estigarribia. In addition, 27.3 km of the eastern access to the industrial zone of the city of Loma Plata, a feeder route to the corridor, will be improved.

    The execution of the works will directly benefit the population and productive sectors of the departments of Alto Paraguay and Boquerón, which concentrate an important part of the national agricultural production and are home to more than 7,000 producers in the primary sector.

    Around 28,700 people will improve their access to hospital services, including more than 1,700 from indigenous communities. And 99 population centers—including 23 indigenous communities—will improve their access to secondary schools, according to estimates.

    The US$200 million loan has a repayment term of 22 and a half years, a grace period of 8 years and an interest rate based on SOFR.

  10. The South American Integration Routes are now a formal program of the Ministry of Planning, Budget and Planning (MPO)

    The South American Integration Routes Program is formalized today (February 3rd) through an ordinance signed by the Minister of Planning and Budget, Simone Tebet, and published in the Official Gazette of the Union (DOU). The Routes program was formulated and continues under the leadership of the Secretariat for Institutional Articulation (SEAI) of the Ministry of Planning, Budget and Planning (MPO).

    The establishment of Rotas as a program within the MPO formalizes what has been the practice since 2023, when the initiative was formulated: coordination with different agents and institutions and the planning of actions aimed at regional integration.

    “Rotas is an original, creative creation that demanded and continues to demand a great deal of energy and coordination from our ministry, together with the other ministries of President Lula’s government, with the Brazilian regional governments and, in partnership with Itamaraty, with the countries of our region,” stated Minister Simone Tebet.

    All departments within the Ministry of Planning, Budget and Management (MPO) were consulted by the Special Secretariat for Institutional Coordination (SEAI) and contributed to the decree. “The Rotas program is President Lula’s initiative that seeks to fulfill Article 4, sole paragraph, of the Constitution, which demands the integration of Brazil with our neighbors,” emphasizes João Villaverde, Secretary of Institutional Coordination. The secretary recalls that the program is inspired by past initiatives, such as IIRSA (from 2000) and Cosiplan (from 2009), and includes a large number of stakeholders – from the Ministry of Transport to the Ministry of the Environment and Climate Change, including the Ministries of Ports and Airports, Justice and Public Security, Science, Technology and Innovation, Itamaraty (Ministry of Foreign Affairs), MDIC (Ministry of Development, Industry and Foreign Trade), the Civil House, among others.

    The Routes Program is part of President Lula’s domestic and foreign policy agenda, encompassing 190 infrastructure initiatives within Brazilian territory – including highways, railways, ports, airports, information highways, and electricity transmission lines.

    During his participation in the Latin America and Caribbean Forum, promoted at the end of January by the CAF bank in Panama, President Lula once again spoke about the importance of the program. “Brazil is advancing at an accelerated pace in the implementation of its South American integration routes program. We remain committed to working with all neighboring countries. There are dozens of projects to improve highways, waterways, railways, ports and airports, as well as information highways and transmission lines, with the potential to double intra-regional trade in a few years.”

    The program was authorized by Lula in November 2023, following a decision made at the Presidential Palace that also included the participation of the Special Advisor to the Presidency, former Minister of Foreign Affairs Celso Amorim.

    There are five South American Integration Routes:

    1- Guiana Islands;

    2- Amazonian;

    3- Rondon Quadrant;

    4- Capricorn Bioceanic Corridor;

    5- Southern Bi-Oceanic Corridor.

    All five routes are multimodal and integrate all Brazilian states with all South American countries, creating a bi-oceanic character – from the Atlantic to the Pacific and vice versa.

    The Secretariat for Institutional Coordination (SEAI) of the Ministry of Planning, Budget and Management (MPO) designed the five routes after consulting with the 11 Brazilian states that border South American countries. The routes serve the dual purpose of encouraging and strengthening Brazilian trade with South American countries and reducing the time and cost of transporting goods between Brazil and its neighbors and Asia. SEAI later expanded this federal consultation to all other Brazilian states. All this technical work is available in the program’s three annual reports: 2023 , 2024 , and 2025 .

    Among the more than 9,700 projects of the New PAC (Growth Acceleration Program), 190 were identified as having the potential to contribute to regional integration. The selection of projects was not intended to be definitive. The MPO (Ministry of Planning, Budget and Planning) is in dialogue with the governments and civil society of the border states and with neighboring countries to improve the five routes.

    In addition to budgetary resources, the integration works in Brazilian territory can count on financing of US$ 3 billion from BNDES (approximately R$ 15 billion), while regional development banks – Inter-American Development Bank (IDB), Development Bank of Latin America and the Caribbean (CAF) and Fonplata – have made available another US$ 7 billion.

    “Frente a la propuesta del nivel central, ofrecemos como GORE Antofagasta una alternativa, de una Zona de descanso de camiones con sitio de inspección incluido , donde estarían todos los servicios, como el SAG, Aduanas, en un lugar más apropiado, a sólo 10 kilómetros de San Pedro de Atacama” señaló Ricardo Díaz.

    En dependencias del Ministerio de Economía, Fomento y Turismo, en Santiago se llevó a cabo la Tercera Sesión de la Comisión de Alto Nivel para el Desarrollo del Corredor Bioceánico, donde se abordaron temas cruciales para el avance del proyecto.

    Sesión en la que participó el Gobernador Ricardo Díaz y su par de la región de Tarapacá, José Miguel Carvajal, así como los ministros, Alberto Van Klaveren, de Relaciones Exteriores, Álvaro García, de Economía, Jessica López, de Obras Públicas, Francisco Figueroa, de Bienes Nacionales. Los subsecretarios, Rafael Collado, de Seguridad Pública, Heidi Berner, de Hacienda, Alan Espinoza, de Agricultura y los directores de ProChile, Ignacio Fernández, del Servicio Agrícola y Ganadero, Oscar Camacho y la Directora (S) del Servicio Nacional de Aduanas, María Jazmín Rodríguez, el Ministerio de Transportes y el Ministerio del Interior.

    Fue el Ministro de Relaciones Exteriores quien presentó los avances internacionales del Corredor, así como los progresos en obras públicas y los desafíos a enfrentar en el próximo período. Además, se discutieron hitos y avances de la gobernanza logrados en 2025-2026, incluyendo el estado de las medidas comprometidas y se definieron aspectos clave para el progreso del plan de acción, que incluye por ejemplo; Estimación de flujos en pasos fronterizos, Sitios de Inspección, Mesa de Simplificación Fronteriza y ⁠Recomendaciones del Informe BID-ProComex, entre otros temas de interés.

    El gobernador Ricardo Díaz, tuvo la oportunidad de exponer frente a toda la comisión e insistir en el informe elaborado por la División de Infraestructura y Transporte (DIT) del GORE Antofagasta, que argumentó por qué no se debería instalar un sitio de inspección fronteriza a cinco kilómetros del paso Jama y a una mayor altura del actual paso, propuesta hecha por el nivel central desde el Ministerio del Interior, a través de la unidad de pasos fronterizos.

    Propuesta del GORE
    “Dadas las condiciones geográficas y climáticas, así como el conocimiento del territorio y la voz de los expertos es que nos oponemos a dicha propuesta y ofrecemos como GORE Antofagasta una alternativa levantada a través de la DIT, de una Zona de descanso de camiones, con sitio de inspección incluido , donde estarían todos los servicios, como el SAG, Aduanas, entre otros, en un lugar más apropiado, a sólo 10 kilómetros de San Pedro de Atacama, permitiendo así que los funcionarios puedan residir en la misma comuna y no trasladarse una hora y media hasta Jama o tener que residir en esa zona y en esas difíciles condiciones” señaló el gobernador

    Esta propuesta fue respaldada ya a nivel regional y encontró durante ésta jornada, apoyo en la Dirección Nacional del SAG y también en el Ministerio del Interior, así como en la Unidad de Pasos Fronterizos.

    Cabe mencionar que la iniciativa del GORE Antofagasta es anterior a que comenzara a operar la comisión de alto Nivel, instancia en la que surgió esta nueva ubicación del proyecto desde el nivel central, por lo que tras la sesión se acordó una reunión interna entre el Ministerio del Interior y el GORE para debatir si ambos proyectos son complementarios o si el del GORE es el más adecuado. Se espera que esta reunión se realice la primera semana de febrero.

    El Gobernador Díaz agradeció el apoyo de todos los equipos involucrados en el desarrollo del plan de acción, reafirmando el compromiso del GORE de trabajar en el corredor, “que bajo nuestra visión es multimodal, que fortalezca el transporte ferroviario y genere empleo, crecimiento e industria en la región, apuntando a diversificar la matriz productiva”, complementó Díaz.

    La sesión concluyó con un resumen de acuerdos y los próximos pasos a seguir, frente a los desafíos del próximo gobierno, pues el Ministro de Economía, Álvaro García, señaló que se reunirán con las nuevas autoridades del gobierno entrante, para entregar un detallado informe del trabajo realizado por la Comisión, en el que se dará cuenta del los compromisos logrados , las brechas y desafíos que quedarán para la futura administración.

    Delegación de la Región de Antofagasta desarrollando Programa de Capacitación a Empresas, Empresarios/as, Emprendedores/as y Estudiantes de la ciudad de Perico – Jujuy, Argentina.

    El Gobierno Regional de Antofagasta, con fecha 9 de octubre de 2025,  como parte de la Gobernanza del Foro de los Territorios Subnacionales del Corredor Bioceánico Capricornio, ha logrado – a cargo del Gobernador Regional: Ricardo Díaz Cortés – la Presidencia del Foro, junto a la institucionalidad pública, privada, académica y de la sociedad civil organizada de la Región de Antofagasta.

    En este espacio, trabajamos con el Plan Maestro de Integración y Desarrollo del Corredor Bioceánico Capricornio, a cargo del Banco Interamericano de Desarrollo, BID, mediante su Programa Bienes Públicos Regionales y los territorios y gobiernos subnacionales de Mato Grosso Do Sul – Brasil: Alto Paraguay, Boquerón y Presidente Hayes – Paraguay; Salta y Jujuy – Argentina y Tarapacá y Antofagasta – Chile.

    En ese esfuerzo conjunto, se ha determinado reforzar el trabajo con las Asociaciones Empresariales, Empresarios/as, Emprendedores/as de los territorios, en las Ruedas de Negocios, Foros Empresariales y Visitas Técnicas a Zonas Industriales y Productoras de Agroalimentos.

    Para lo anterior, la Unida Regional de Asuntos Internacionales – URAI – la División de Fomento e Industria del Gobierno Regional de Antofagasta, junto al apoyo y gestión de la Dirección Regional de PROCHILE, la Dirección Regional de Aduana, la Dirección Regional del Servicio Agrícola y Ganadero, la SEREMIA de la Salud y un grupo de empresarios de la Región de Antofagasta, han tomado este desafío para la Generación de Nuevos Negocios, sobre todo para lograr la Comercialización de Productos Agroalimentarios y Pecuarios, desde la Zona del Noroeste de Argentina (Jujuy y Salta), con una serie de contactos, gestiones y acciones en torno a lograr el objetivo de transferir cargas agroalimentarias – a través del Paso Internacional de Jama – al Norte de Chile, especialmente a la Región de Antofagasta, para así optar a mejores precios, mejor calidad de los productos, memos tiempos de traslado de las cargas, mayor disponibilidad de stock en la Región, optimizar la cadena de fiscalización fronteriza, de servicio de transporte, logística, entre otros, desde el Parque Industrial de Perico Jujuy o desde la Plataforma de Guemes de la Provincia de Salta  a la Región de Antofagasta.

    Esto nos permite – como Región de Antofagasta – reforzar las estrategias y las oportunidades para fortalecer nuestra Gobernanza Regional y Multisectorial, a través de los Programas, Proyectos, Investigaciones, Gestiones y Acciones que se están planificando y desarrollando en torno a: la Plataforma Logística y Portuaria de la Región de Antofagasta, la construcción y operación de  Infraestructura Física y Digital, la Estandarización de los Procedimientos Fronterizos, el desarrollo del Comercio Exterior, mediante nuevos negocios, y el Desarrollo Productivo, Económico y Turístico Local y Regional.

    Desde agosto a la fecha, hemos efectuado una serie de visitas presenciales y contactos virtuales con la Cámara de Comercio Exterior de Jujuy, con la organización Empresarial de PROSALTA, con el Bloque Empresarial de BRIPAEM, con Productores y Comercializadores de Agroalimentos de las Provincias de Jujuy y Salta, para ir definiendo Ofertas y Demandas entre los territorios involucrados.

    Con fecha 10 de octubre de 2025, estuvimos con un grupo de empresarios/as regionales en la Rueda de Negocios del VII Foro de los Territorios Subnacionales del Corredor Bioceánico Capricornio, donde hubo importantes contactos entre distintos actores y sectores empresariales, que fueron un paso para que con fecha 23 de octubre, en la ciudad de Antofagasta se llevara a cabo un Encuentro entre el Bloque Regional BRIPAEM y la Región de Antofagasta, en donde recibimos una Delegación de Productores y Comercializadores de Agroalimentos, como – a su vez – del Parque Industrial de Perico (25 personas), quienes en la Mesa de Trabajo sobre Nuevos Negocios, expresaron y solicitaron – a la Gobernanza de la Región de Antofagasta – la posibilidad de generar espacios para la transferencia de conocimientos y experiencias que ellos requieren, para llevar adelante un proceso de Comercio Exterior con la Región de Antofagasta.

    Con dicho acuerdo organizamos una Delegación Regional compuesta por la Dirección Regional de Aduana, la Dirección Regional del Servicio Agrícola y Ganadero, la SEREMIA de Salud y  empresarios regionales, especialistas en la operación y logística de sistemas de frigoríficos, para que – en conjunto con la Cámara de Comercio Exterior de Jujuy y los Empresarios de la Zona Agroalimentaria de Perico – efectuamos un Programa de Capacitación a los Productores y Comercializadores de la Provincia de Jujuy, en Comercio Exterior, Normativas Aduaneras, Fitosanitarias y Sanidad Alimentaria, Procesos de Innovación y Nuevas Tecnologías, para la comercialización de frutas y verduras; que requieren estos empresarios de Perico. Programa de Capacitación desarrollado con fechas 13 y 14 de noviembre de 2023, en la Provincia de Jujuy.

    Con fecha de hoy, podemos indicar que – durante el Programa de Capacitación y las visitas al Parque Industrial y Zonas Productoras de Perico, hemos logrado definir una serie de productos agroalimentarios  que – en un corto plazo – podremos iniciar su comercialización al Norte de Chile: como algunos tipos de Frutas y Verduras e igualmente algunas cargas secas como: Fideos, Aceites, Harinas, Azúcares; pero los alimentos en Carnes: Vacuno, Aves y Cerdos, desde el Noroeste de Argentina, requieren un proceso de mediano plazo, para lograr: certificaciones fitozoosanitarias, como el desarrollo de tecnología industrial.
