 VII FORUM OF SUBNATIONAL TERRITORIES OF THE CAPRICORN BIOCEANIC CORRIDOR

 

Location: City of San Salvador de Jujuy, Jujuy, Argentina
Date: October 8-10, 2025

Objetive

The event aimed to strengthen regional integration among the territories that make up the Capricorn Bioceanic Corridor, promoting cooperation and the design and implementation of joint projects. The Forum’s work focuses on strategic areas such as infrastructure, trade and cross-border processes, tourism, health and education, municipalities, citizen participation, indigenous peoples, and security, with the aim of improving physical and digital connectivity, boosting economic growth, and achieving the well-being of its communities.

Description

During the Forum, the Governors’ Summit and Working Committee sessions were held, as well as multiple panels and conferences given by specialists on strategic issues for the Corridor.  (Ver video institucional)

October 8 – Presentation of the Master Plan and Official Ceremony

Reception at the Government House
In the morning, host Governor Carlos Sadir welcomed the invited governors, senior national authorities, and representatives of international organizations to the Government House. The meeting included a formal breakfast and the official photo, as part of the institutional welcome and exchange prior to the Forum’s public activities.

Presentation of the Master Plan for the Integration and Development of the Capricorn Bioceanic Corridor (PM-CBC) at the Cultural City
Before an audience of more than 700 people, the progress made in the development of the PM-CBC, prepared with technical and financial support from the Inter-American Development Bank (IDB), was presented. During the presentation, the diagnoses and proposals to facilitate trade and optimize cross-border processes were announced, highlighting the work carried out by more than 630 representatives from the public and private sectors, who identified 230 opportunities for improvement and defined 260 priority actions. In addition, the results of studies on physical and digital infrastructure were presented, identifying more than 100 projects. Progress was also reported on the design of future studies on productive and commercial development, which will be addressed in the coming months. (Ver PresentaciónVideo de la presentación)

With the arrival of the official delegations at the Cultural City, the formal inauguration of the VII Forum took place, in which governors, ambassadors, and representatives of international organizations delivered opening remarks. (Video del Acto Oficial)

Working Committees

On the afternoon of Wednesday, August 8, the various Working Committees held their meetings in the rooms of the Cultural City complex, where more than 400 public officials and representatives of the private sector from Argentina, Brazil, Chile, and Paraguay worked together on the Forum’s main themes.

October 9 – Governors’ Summit and Conferences of the Capricorn Bioceanic Corridor

Governors’ Summit

The governors and representatives of the eight subnational territories that make up the Capricorn Bioceanic Corridor met at the Cabildo of the Province of Jujuy to reaffirm their commitment to consolidating the CBC as an instrument of regional integration aimed at improving the quality of life of the communities living in the corridor territories.

During the session, the IDB presented the progress of the PM-CBC, which includes assessments and proposals in the areas of trade facilitation and cross-border processes; physical and digital infrastructure with a focus on value chains; and productive and commercial development. (Ver presentación)

The main topics and agreements discussed during the Summit were as follows:

  • Operational aspects of the Corridor
  • Master Plan for Integration and Development of the CBC
  • Work of the Technical Commissions
  • Coordination between the Forum of Subnational Territories and the Bioceanic Corridor Working Group (CBV), led by the Ministries of Foreign Affairs
  • Transfer of the Pro Tempore Presidency and next venue for the VIII Forum

Capricorn Bioceanic Corridor Conferences

In parallel with the Governors’ Summit, and with the participation of more than 400 attendees, a series of presentations was held at the Cultural City, bringing together representatives from academia, technical fields, and government. The presentations addressed recent research, the main challenges in logistics and transportation, and territorial development strategies aimed at strengthening regional integration within the framework of the CBC.

The topics presented were as follows:

  • Research panel on the Bioceanic Corridor.
  • Logistics and Transportation Panel.
  • Panel on territorial development.

October 10—CBC private sector conferences and business roundtable

Conferences and exhibitions

On Friday morning, October 10, thematic panels organized by the Jujuy Chamber of Foreign Trade addressed topics such as development opportunities, diplomatic integration frameworks, business experiences in the region, tax incentives, and the logistical challenges associated with the CBC. In addition, the structure of the PM-CBC was presented, highlighting its relevance as a roadmap for the consolidation of the Corridor.

The panels covered the following topics:

  1. Bioceanic corridors as an opportunity. The regional master plan and the fundamental role of the private sector.
  2. The diplomatic vision and regional integration. Economic institutes for the integration of the bioceanic corridor.
  3. The bioceanic corridor in action: the experience and challenges of the private sector.
  4. Tax benefits and investment opportunities. Provincial investment law and R.I.G.I.
  5. Logistics and multimodality in the bioceanic corridor.

Business roundtable

The event culminated in a business roundtable attended by more than 120 companies from Argentina, Brazil, Chile, and Paraguay. The day established itself as a key opportunity to foster new commercial ties, promote cross-border business cooperation, and strengthen productive and regional integration within the framework of the CBC. In addition to generating opportunities for exchange, the activity allowed for the identification of areas for strategic collaboration between the public and private sectors, enhancing the vision of the Corridor as a hub for sustainable economic development.
